On Monday, the Government of Canada introduced a law imposing a “national freeze” on the sale and purchase of pistols as part of a gun-control package. This limits the capacity of the rifle magazine and prohibits toys designed to look like guns.
A new law to revive some of the measures shelved in last year’s general election came into force just a week after shooters killed 19 children and two teachers in a classroom in uvalde, Texas.
Prime Minister Justin Trudeau told reporters that new measures are needed as gun violence increases.
“Unless you act decisively and swiftly, you only have to look south of the border to find out that it gets worse and it becomes more difficult to do anything about it,” he said.
Freezing handguns includes exemptions for elite sports shooters, Olympic athletes, security guards, and more. Canadians who already own a handgun are allowed to hold a pistol.
Authorities are not expecting a flood of pistols in anticipation of a freeze, as some are already so tightly regulated, officials said in a briefing.
Canada has stricter gun control than the United States, but the shooting rate is less than one-fifth that of the United States, but higher and higher than other wealthy countries. In 2020, it was five times that of Australia.
According to Statistics Canada, the rates in 2020 and 2017 were the highest in the country since at least 1997.
Emergency preparedness Secretary Bill Blair said Canada is very different from the United States.
“In Canada, gun ownership is a privilege, not a right,” Blair said. “This is a principle that sets us apart from many other countries in the world, especially our colleagues and friends in the South. In Canada, guns are used only for hunting and sports purposes.”
The bill will create a new “danger signal” law that will allow courts to require those who are perceived to be dangerous to themselves or others to hand over firearms to the police. The government said the measure would protect the safety of those applying through the process, often by protecting the identities of women at risk of domestic violence.
